The report expands the typical scope of merely reducing CO2 emissions: How can the Danish construction sector build within the planet’s limits by actively supporting and restoring climate, biodiversity, and ecosystems? It presents the Butterfly Framework, outlining how developers and other building industry actors can, over 60 years, offset historical harm and transition toward real sustainability through regenerative construction. Data-driven and science-aligned, it offers business models, financing strategies, and social equity principles to help the industry operate within the safe operating space of planetary boundaries.

As climate science and its application in the building industry continue to evolve, Reduction Roadmap has moved into the next phase: “Beyond the Roadmap.” Based on climate research, the report outlines how Climate Stability and Functioning Ecosystems are interdependent.


From minimizing harm to restoring nature

This approach - defined as the Butterfly Framework - addresses the pressing question of how the building industry can operate within planetary limits. The approach is grounded in a dual strategy: mitigating carbon emissions within the Reduction Roadmap reduction curve while simultaneously fostering the regeneration of the natural world. The Butterfly emphasises that we cannot achieve sustainable development solely through reduction: instead, we must actively expand Earth’s capacity by investing in net-positive regenerative contributions.

“Beyond the Roadmap” exceeds the precise, linear goals in earlier Reduction Roadmap reports by introducing a broader, bolder scope, yet remains data-driven and science-aligned. It acknowledges the importance of empowering the building industry to serve as a catalyst for regenerative practices and invites policy evolution and courage in shaping the future.

Beyond the Roadmap is open source and available free of charge on reductionroadmap.dk. The report is developed by the Reduction Roadmap collaboration between CEBRA, EFFEKT, and Artelia Danmark and supported by Realdania and Dreyers Fond.

No project or firm can do it alone. Therefore, we contribute to data-driven political decision-making through the established non-profit NGO Reduction Roadmap, working to translate science to industry-specific targets. ‘Beyond the Roadmap’ reveals systemic barriers that limit the industry’s manoeuvrability. The findings reveal that sufficient change depends on broader regulation and coordinated action across sectors. Moreover, it reveals that until regulation is in place, the industry will largely have to focus on identifying where and how impact can be reduced, even knowing that minimising harm is not enough.
